Whiny 19 week old - normal development or personality trait?

My daughter is almost 20 weeks and in the past week or so, she's developed this new squealing sound/whine whenever she's dissatisfied with something (i.e. she's bored with a toy, she doesn't want to be sitting in the Bumbo or car seat anymore, she's tired, etc.). It can actually drive me quite crazy! I'm wondering if this is normal for this age as babies are developing boundaries and expressing themselves more or if this is a lovely personality trait of hers?
